Construction Management

The purpose of construction management is to execute the scope of work as identified in the project documents. It also ensures that the building, equipment, and installation are in compliance with the project scope, drawings, specifications, budget, and schedule.

Scope

Construction activities begin with the issuance of construction bid packages. The activities continue with the mobilization of construction and engineering support functions on site. Construction includes all activities required for the physical execution of the project scope at the construction site. It incorporates local conditions, laws, and regulations. During construction, the project resources mark-up drawings and documents in the field to reflect the actual installed conditions.

Construction is essentially complete when all parts of the installation are consistent with the plans and specifications and are ready for pre-commissioning. In order for construction to be fully complete, the final engineering firm must complete the as-built drawings and final software programs. This typically happens after commissioning.

Responsibility
Leadership Role · Project Manager
  • Approves selection of resident construction manager, field supervision, home office project manager, and field engineering.
  • Supplies plant safety work rules to outside engineering services and/or vendors
  • Maintains control and coordination of all construction-related activities
  • Assumes total responsibility for project cost, yields to the financial audit and/or project audit
  • Assists vendors with equipment problem solving
  • Makes final decision on changes and extras
  • Follows process for project scope changes
  • Has overall project purchasing responsibility
  • Ensures establishment of sanitary cleaning methods are established
  • Monitors contractor's performance and change requests
  • Holds 30/60/90% construction reviews with Engineering, Manufacturing, Quality and/or Risk Management.
  • Conducts review meetings and issues regular status reports
  • Controls project costs through tracking and cost management
  • Forecasts project spending and scheduling
  • Issues monthly project reports
  • Assumes responsibility to the business for timely notification if the project is at risk in the areas of budget, schedule, and/or performance at any time during the execution process
  • Ensures compliance of design, cost, schedule, and regulatory agencies
  • Tracks equipment and delivery
  • Determines when the construction and installation activities are complete

Concurrence Role - Plant
  • Agrees to changes and extras

Responsibility
Support Role - Outside Engineering Services and/or Vendors:
  • Provides construction management and services
  • Assists vendors with equipment problem solving
  • Ensures integrity of total system integration
  • Supplies field resources based on the project
  • Selects resident construction manager, field supervision, home office project manager, and field engineering personnel.
  • Expedites material and equipment, including equipment logistics and staging
  • Coordinates vendor support
  • Advises and recommends to Project Manager on contractor changes, extras, and scope changes
  • Maintains as-built drawings
  • Coordinates safety, GMP, and environmental compliance and understands plant requirements, rules, and procedures
  • Obtains permits as needed

  • Assists as needed with construction activities.

  • Monitors vendor fabrication progress, as needed
  • Conducts vendor factory acceptance tests and approves results
  • Participates in review of installation for design compliance
